一 | STRASBOURG, France -- Mahsa Amini, the 22-year-old Kurdish-Iranian woman who died in police custody in Iran last year, sparking worldwide protests against the country’s conservative Islamic theocracy, was awarded the European Union’s top human rights prize on Thursday.The EU award, named for Soviet dissident Andrei Sakharov, was created in 1988 to honor individuals or groups who defend human rights and fundamental freedoms. Sakharov, a Nobel Peace Prize laureate, died in 1989.Other finalists this year included Vilma Núñez de Escorcia and Roman Catholic Bishop Rolando Álvarez — two emblematic figures in the fight for the defense of human rights in Nicaragua — and a trio of women from Poland, El Salvador and the United States leading a fight for “free, safe and legal abortion.”Amini died on Sept. 16, 2022, after she was arrested for allegedly violating Iran’s mandatory headscarf law. Women have played a leading role in the protests, with many publicly removing the compulsory Islamic headscarf, known as the hijab.The 27-nation EU has imposed sanctions on Iranian officials and organizations — including ministers, military officers and Iran’s morality police — for human rights abuses over the protests.“We stand with those who, even from prison, continue to keep women, life and freedom alive,” Metsola said. "By choosing them as laureates for the Sakharov Prize for Freedom of Thought 2023, this House remembers their struggle and continues to honor all those who have paid the ultimate price for liberty.ʺAmini died three days after she was arrested by Iran’s morality police. While authorities said she suffered a heart attack, Amini’s supporters said she was beaten by police and died as a result of her injuries.Her death triggered protests that spread across the country and rapidly escalated into calls for the overthrow of Iran’s four-decade-old Islamic theocracy.Authorities responded with a violent crackdown in which more than 500 people were killed and over 22,000 others were detained, according to rights groups. The demonstrations largely died down early this year, but there are still widespread signs of discontent. 二 | 这种人工智能（AI）时代的创业新范式，正在多地加速兴起，吸引越来越多创业者。8月20日，在位于廊坊人力资源服务产业园的京津冀数字人才港OPC（一人公司）社区，00后创业者刘一凡从工作人员手中接过了崭新的营业执照，廊坊凡序光影有限责任公司正式运营。“一台电脑，一个工位，这就是我注册的新公司。”刘一凡说，在廊坊人力资源服务产业园的帮助下，他不用跑窗口、办手续，一个多小时就拿到了营业执照，实现当天“拎包入驻、即刻开工”。京津冀数字人才港OPC社区，是廊坊市打造的首个专业化OPC创业载体，以“AI+OPC”为核心特色，通过提供全链条资源共享，为创业者打造创业“梦工厂”。“今年以来，我参加了OPC社区举办的多场培训会，因为有新媒体视频剪辑经验，就萌生了创办AI漫剧、AI平面视觉公司的想法。”刘一凡说，但没有办公场地、启动资金不足等问题，成了创业初期的“拦路虎”。入驻OPC社区，问题很快解决了。社区提供了2000平方米的共享服务空间，公共会议室、路演厅、创客吧、社交区等一应俱全。

三 | “如果我自己租办公场地，一年要多花八九万块钱。”刘一凡说。与此同时，社区还自主研发了“坦途漫剧制作平台”AI软件，可完成AI漫剧全流程创作，作为共享工具面向入驻企业免费开放，有效提升创作效率，成本降低50%以上。服务靠前一步，企业快跑一程。“OPC企业势单力薄、资源有限，我们主动对接政府部门、行业机构、科研院校等，帮助创业者高效率对接资源，以更低成本拿到合作项目。

四 | ”OPC社区负责人张少良说。“在社区的帮助下，我拿下一部40集侦探题材AI漫剧制作项目，今年10月将全网播出。

五 | ”刘一凡说，他还承接了5个AI广告视频，项目总金额超10万元。

六 | 为精准破解单人创业资源匮乏、成本偏高、能力单一等痛点，OPC社区搭建起软硬件、技术、空间、产业、人才、服务等全链条共享资源体系。硬件上，开放共享办公设备、影音制作设备、智能创作终端，免去大额设备采购投入；技术上，整合AI创作工具、算法模型、素材资源、数字模板等公共技术资源，实现技术成果共建共享、即取即用；空间上，全域开放多功能共享场景，满足日常办公、商务洽谈、项目路演、团队研讨等多元需求。

七 | 同时，社区统筹整合政策申报、知识产权、法务财税、市场渠道等软性服务资源，搭建统一共享资源池，打破单人创业的资源壁垒，让每位创业者无需独自投入各类成本，即可享受专业化、标准化、集约化的创业配套，真正实现轻资产、低成本、高效率创业。“OPC属于新生事物，北方大多数地区仍处于起步探索阶段。”廊坊人力资源服务产业园总经理李婕说，破解OPC发展的瓶颈，需要多方协同发力，持续培育良好创业生态。目前，该市已启动实施AI赋能千行百业行动，积极开展技术培训，助力“一人成军、小微成团”创新创业模式加快落地。OPC社区还联动北华航天工业学院等高校，构建“校园培育—实习实训—创业落地”服务体系，开展人工智能OPC校园专项培训，已累计培训900余人。
